Dear Mayor Walsh and Boston City Council,

This year, Boston was found to be the most economically unequal city in the US. We are also one of the most rapidly gentrifying cities in the country, and the 4th highest in foreign development speculation. As wages remain stagnant, housing costs have skyrocketed. Renters are 68% percent of Boston’s population, and over half of them are rent-burdened by the US Dept of Housing & Urban Development’s definition (pay more than 30% of income for housing).This puts thousands of families, especially low income & working class communities of color, at risk of being pushed out.

Massachusetts law allows all landlords - whether owner-occupants, giant real estate corporations, or foreclosing banks - to evict tenants in privately owned, non-subsidized housing “no-fault.” Renters in market-rate housing can be evicted after their lease expires – or any time, if they don’t have a lease – without having done anything to cause or deserve the loss of their housing. In hot rental markets like Boston’s, the no-fault eviction procedure gives speculators the green light to buy and sell buildings based on a business plan of displacement for higher profits. It also gives foreclosing banks a perverse incentive against working out solutions to keep homeowners in their homes under fair terms.

Homeowners and tenants have come together to introduce Just Cause Eviction legislation to put the brakes on displacement by protecting vulnerable renters and owner-occupants. A Just Cause Eviction law would:

  • Halt building clear-outs by large property owners and bank evictions of former homeowners post-foreclosure.

  • Require large property owners and banks to provide a Just Cause for eviction, and to notify the city when terminating a tenancy for a cause other than nonpayment or tenant violation of the rental contract.  

  • Ensure that tenants know their legal rights and resources available to prevent homelessness.

  • Provide the City with a means of collecting data on displacement due to evictions and rent increases.

The law is targeted to cover large property owners. It would completely exempt owners of 4 or fewer units who live in one of them; and student dorms, nonprofit-owned healthcare/rehab/transitional housing, public & subsidized housing.

I want to join the Right to Remain Coalition to fight for our right to remain, reclaim and rebuild Boston. I call on my elected officials to support a Just Cause Eviction Law.

Estimados Alcalde Walsh y el Concejo Municipal de Boston: Los residentes de Boston estamos siendo desplazados porque no estamos tomando una posición agresiva para proteger a nuestra ciudad contra 'desarrolladoras' que procuran 'remodelar' nuestros vecindarios con alquileres altos y una falta de protecciones para el inquilino y el propietario. ¡Los residentes de Boston estamos defendiéndonos! No podemos esperar a los planes para la construcción de viviendas nuevas, necesitamos protecciones ahora para nuestros ancianos, nuestras familias de bajos ingresos y para las comunidades de clase trabajadora y de gente de color. Debemos estabilizar el alquiler de Boston; ésta es una solución de largo plazo, mientras aprobamos leyes nuevas para desacelerar el desplazamiento.

Nuestra Solución: ¡Aprueben el Desalojo por Causa Justa! El Desalojo por Causa Justa es un paso simple que:

  • Requeriría que los terratenientes deban proveer una razón por el desalojo y notificar a la ciudad cuando envían un Aviso de Evacuación
  • Protegería a los propietarios de las entidades de embargo después de un embargo. Los bancos deben estar dispuestos a aceptar alquiler y actuar como propietarios hasta vender el hogar a otro propietario. Las protecciones ya existen para los inquilinos, pero no para propietarios.
  • Asegurar que los inquilinos 'Conozcan Sus Derechos'’ y proveer un medio para juntar datos sobre los desalojos y aumentos de alquileres

Quiero unirme a la Campaña por el Derecho a Permanecer para luchar por nuestro derecho a permanecer, reclamar y reconstruir Boston. ¡Les pido a mis funcionarios políticos que apoyen una Ley de Desalojo por Causa Justa y que ayuden a estabilizar a nuestra ciudad!

  • Yêu cầu chủ nhà phải đưa ra lý do trục xuất và thông báo cho thành phố  khi họ gửi Thông Báo Yêu Cầu Rời Khỏi Nhà Thuê 
  • Bảo vệ gia chủ  trước các tổ chức tịch biên nhà thế nợ sau khi tịch biên nhà.   Các ngân hàng phải sẵn sàng chấp nhận tiền thuê nhà và làm chủ nhà cho tới khi căn nhà đó được bán cho người mua khác.  Hiện có nhiều hình thức bảo vệ người thuê nhà nhưng không dành cho gia chủ 
  • Bảo đảm người thuê nhà 'Biết Các Quyền của Họ' và tạo cơ hội thâu thập dữ liệu về các trường hợp trục xuất người thuê nhà và tăng giá tiền thuê nhà

    I fully support Just Cause Eviction.

    I lived in JP from 2010 – 2015, during which I heard countless stories of displacement. Many of these stories included displaced families who had no place to go, concerned about how they would continue to earn a living after being displaced, children and young people concerned about how they would get to school.

    Why does Boston’s leadership value some lives over others? Leadership must understand these issues by now — so why is there no accountability to dismantle these unjust cycles?

    Entire communities of people are being unfairly displaced, in which most is unjust. These issues require sustainable policy like Just Cause Eviction. Leadership needs to clearly demonstrate its value of diversity, community & inclusion through its actions — regardless of how much money people make. This needs law, not promises.

    It would be a shame if only people with a lot of money lived in our neighborhood because the laws of supply and demand pushed out middle and lower income people. We would no longer be the great community we are now. There is a right for Bostonians to remain, reclaim and rebuild our city in a way that is more equitable and less divided by the wealth gap.

    I am signing because it takes more than wealthy people to have a vibrant, healthy city. There have to be spaces for the working and middle class people. There has to be spaces for black and brown peoples. At a time when the city is in a rush to approve construction on luxury condos and apartments in working class neighborhoods without regard for the impact on existing communities, there needs to be a way to put the breaks on the creation of our own mini housing bubble.
